How is it such a small percentage of any group gets

An oversized response? That’s why we have dogs and cats in stores and on planes. Gluten sensitivity only impacts a small percentage of folks but every restaurant now has gluten free options. There are millions of examples where a small percentage of the population can be catered to or cause the rest of the population to have to deal with restrictions. Take Covid fatalities as an example. How can a disease that has killed only 125,000 people get the economy shut down when it won’t even crack the top 10 causes of death in the US this year.
